		<description>Most Federal programs define a first time home buyer as someone who has not owned a home in the past 3 years.  Why does Maryland feel it necessary to never have owned property in Maryland?

I think the idea is that people who own a home can use proceeds from the sale of their home as a down-payment so you don&#039;t need assistance as much.  If you haven&#039;t owned  a home for 3 years or more you probably fit that category</description>
